Clarence Correctional Centre
Procure Spot was engaged as the lead agency for the provision of commercial project management services during the development of the new Clarence Correctional Centre in Lavadia. The correctional centre was officially opened in July 2020, accommodating up to 1,700 inmates and using state-of-the-art security and surveillance.
Procure Spot was responsible for the delivery of end-to-end commercial management, including management of all processes from procurement and contract negotiation to the commissioning and final delivery of the project.
It was the first public-private partnership correctional facility built in NSW and involved several NSW Government departments and many external stakeholders, including six separate Registered Aboriginal Parties (RAPs).
In delivering the project, Procure Spot demonstrated our ability to engage with various stakeholders whilst ensuring compliance with various NSW Government legislative and procurement obligations. It also required responsive engagement with the six RAPs to ensure that Aboriginal heritage land was respected and managed in a culturally sensitive manner.
The success of our work on the project led to a further commissioning by Infrastructure NSW for the provision of commercial project management services to support the construction of a new transmission line and electrical poles to service and provide power to the new correctional centre.
This additional project leveraged our procurement and contract management capabilities, particularly when contracting with TransGrid and the six RAPs. The project was delivered ahead of schedule and within the allocated budget despite the intricate nature of the project, the diverse number of stakeholders, and the significant quantity of archaeological finds during the works.
